Hi TT,
When I open Product Manager it is requesting that I install an update. I go through the download but then the whole thing just hangs when I try to install. Eventually I get a message referring to my C: folder containing the Update Toontrack Product Manager .exe file, stating ‘The service did not respond to the start or control request in a timely fashion.’
Product Manager is currently unusable for me as I cannot open without the upgrade,

Hi,
What Windows version are you using?
Does it ask for administrator access (to be allowed to “make changes to your device”) before it hangs?
Please check if you can do the following without getting similar errors:
1. open the Task Manager (press ctrl-alt-delete and click on Task Manager)
2. open the Command Prompt as Administrator (right-click the Command Prompt application and choose “Run as administrator”)

Hi Olof,
I’m using Windows 10. Strangely I can’t get Task Manager to open. I’ve tried numerous different ways (Googled it) but no luck. I have two Command Prompt options in the list. One has (Admin) after it but nothing happens when I select it (like Task Manager). Are you suggesting that I type Run as administrator in the Command Prompt that does open?

No. Right-click Command Prompt in the list, the one without “(Admin)”. Do you get a menu then where you can choose “Run as administrator”?

Anyway, I’m guessing nothing will happen if you try that, like with the Task Manager and “Command Prompt (Admin)”. I was asking because I found the following at answers.microsoft.com:
“My Dell computer came with Windows 8, which I upgraded to Windows 10. After several weeks, I re-installed Windows 10 to fix various issues, mostly Start menu not working. I have had the “service did not respond in a timely fashion” problem for weeks. I downloaded Dell drivers and could not run the EXE files to install them, getting that error instead. Trying to install iTunes or run the Task Manager would also get the error. I could not run the CMD as administrator (the only account on the computer is mine with administrator rights). If I right clicked on a file name in a File Explorer window, it would busy cursor and lock up. Clicking Start-Settings-Update & Security-Windows Update would show streaming dots at the top of the screen forever, but never show anything else. I decided to pursue boot into safe mode, so in Update & Security, I selected Recovery-Advanced startup, clicked Restart now. I selected option 1 Enable debugging mode just to start at the first option, having no idea what that would do. Eventually it restarted and everything works! I then did a normal restart, thinking the same old problems will probably return. No, everything continues to work fine! I’ve since turned the computer off and on and everything is still working. I was able to install a Dell program and iTunes with no problems. The Windows Update screen displays immediately when I click on it.”
It sounds very similar, so I suggest you try the same: restart in safe mode with Enable debugging, then restart normally. It has apparently helped for a few others too.
