Found the answer…  Switching out of S mode in Windows – Microsoft Support

S Mode is enabled in the Home editions of Windows 11.  S Mode prevents loading apps that are NOT available in the Microsoft Store, such as the Toontrack Product Manager.  Fortunately, S Mode can be disabled.

    1. To switch out of S mode, click here to open the Microsoft Store to the Switch out of S mode (or similar) page.
    2. On the Switch out of S mode (or similar) page, select the Get button. After you see a confirmation message on the page, you’ll be able to install apps from outside of the Microsoft Store.

I am having the same issue on my Win 10 laptop which is not in S mode. In fact, it does not appear to be a feature in Win 10. I down loaded and ran the installer but the page reverts back to showing the installer icon without installing the Product Manager.

Right after my post, I tried downloading the Win 7 version instead of 10, and it worked as expected.
