error 1723. there is a problem with this windows installer package. a DLL Required For this install

my pc is :
Win 8 64 Bits
processor: intel i7 2600 3.40 GHZ
Ram: 8 GB

At first: be sure to run the installer (msi) from the unziped downloaded zip file.
