I’ve paid the license transfer fee, however, I do not see where to enter the information of the new owner. I tried paying again, thinking I did something wrong, but got the same result! Are we not allowed to transfer licenses anymore?

this is not an automated process, so you will just have to be a little more patient until a person at Toontrack handles your ticket.

Thank you. This was resolved. There was a bug on the Toontrack site that omitted the input fields from the license transfer page.
